📄 Abstract(原文)
Carbon pricing is a central instrument of climate policy, but its effects on local economies remain insufficiently understood. The costs of decarbonization are unlikely to be distributed evenly across industries and space, and regions that depend heavily on carbon-intensive production may face concentrated losses, even when climate policies are efficient in aggregate. We examine this issue in the context of the European Union Emissions Trading System, focusing on the Phase 3 reform introduced in 2013, which reduced the allocation of free allowances and increased the share of emissions that firms had to cover by purchasing permits. We link installation-level EU ETS data to regional data on employment, gross value added, productivity, and emissions for about 1,000 European NUTS-3 regions from 2008 to 2020. We measure regional exposure to the reform using the change in net paid emission allowances between Phase 2 and Phase 3, and estimate its effects using syntetic difference-in-differences. Regions facing larger increases in purchased emission allowances experienced declines in employment, gross value added, and producvity in carbon-intensive sectors, specifically mining and utilities. Manufacturing was less affected: employment declined modestly, while output and producvity did not change significantly. We find little evidence of broad regional economic decline or widening regional inequality. Importantly, the reform was also associated with sizeable emissions reductions. Overall, the results point to a specific pattern: the Phase 3 reform reduced emissions while generating economic costs concentrated in a limited set of sectors and regions. This highlights the importance of targeted transition policies for the design of climate policy that is both effective and regionally equitable.
