Climate pollution is best understood not as separate environmental and development challenges but as one upstream driver of a coupled portfolio of systemic risks. Because carbon dioxide is effectively permanent on human timescales, it accumulates as a stock, transmitting through shared channels into physical, health, food, water, financial, security, and ecological systems. As the report notes, “In 2025, fossil CO₂ emissions reached a record 38.1 billion tonnes and the atmospheric concentration reached 425.7 ppm”. This accumulated stock makes adaptation unavoidable, while the rapidly shrinking remaining carbon budget—about “170 billion tonnes… on course to be exhausted before 2030”—makes prevention indispensable.The report proposes a strategy built around five connected levers: prevention to cut the flow of emissions; clean technology to bend that flow durably; adaptation to manage committed damage; finance to overcome the cost‑of‑capital wedge and debt overhang; and development policy to aim effort at fast‑growing, highly exposed economies.
