📄 Abstract(原文)

Abstract Digitalization is often presented as a pathway to dematerialization and reduced environmental impacts, yet its implications for households' carbon footprints (CF) remain unclear. This study examines the relationship between Information and Communication Technology (ICT) consumption and household carbon emissions using microdata from the 2020 Household Budget Survey (HBS) for France, combined with environmentally extended multi-regional input-output (EE-MRIO) carbon intensities from EXIOBASE. The scoped household CF covers five categories: ICT tangibles, ICT services, non-ICT tangibles, non-ICT services, and housing energy and motor fuels from housing energy and motor fuels. ICT devices and services account for 4% of the scoped household CF (and 1.9% of the total household CF, including food and housing). Notably, ICT forms a larger emissions share among lower-income households, suggesting digital access serves more as a necessity than a luxury. Despite this modest direct contribution, a positive and significant ICT-non-ICT emissions association (β= 0.080, SE = 0.008) is consistent with co-expansion rather than substitution. However, because the research design is cross-sectional, this association does not by itself identify a causal mechanism. ICT emissions are concentrated among higher-income and urban groups in absolute terms, while the ICT elasticity declines modestly with income (from 0.125 to 0.050; joint test p = 0.06) and is flat across location. Behavioral evidence from an independent dataset shows digital skills are strongly associated with online purchasing; because the datasets cannot be linked at household level, this is consistent with, but does not establish, a digital-capability channel. These findings suggest policy should prioritize targeted, behavior-oriented approaches rather than restricting digital access.
