本稿は、脱炭素化に向けた日本とオーストラリアの制度的連携のあり方を、CCSと水素を事例に検討する。両国間の資源・技術・政策の補完関係に着目し、国際的な制度設計や協力枠組みの課題を論じる。日本のエネルギー安全保障と脱炭素戦略を結びつける視点を提供する。

This paper examines institutional cooperation between Japan and Australia toward decarbonization, using CCS and hydrogen as case studies. It analyzes the complementary resource, technology, and policy relationship between the two countries and the challenges of designing cross-border frameworks. It links Japan's energy security with its decarbonization strategy.

In the global GX context

Cross-border CCS and hydrogen frameworks are central to global transition finance and to the credibility of corporate net-zero claims under ISSB/CSRD. This paper adds a bilateral institutional perspective on how resource-rich and technology-exporting economies can align decarbonization pathways.
