Small Island Developing States (SIDS) are disproportionately exposed to external fossil fuel price volatility, foreign exchange reserves depletion, and transport sector carbon lock-in 1 . This paper presents a comparative Total Cost of Ownership (TCO) and exergy efficiency analysis between Internal Combustion Engine (ICE) vehicles (1.0L–1.6L petrol) and Battery Electric Vehicles (BEVs, $\le 180\text{ kW}$ ) under the fiscal and infrastructural framework of Mauritius for the 2026–2031 period 1 . Utilizing real-time domestic tariff structures ( Mogas at Rs 77.70/L and grid electricity at Rs 7.00/kWh ), duty brackets, and empirical energy conversion efficiencies, we demonstrate that BEVs yield a 79.4% reduction in kinetic energy expenditure per 100 km ( $\text{Rs } 112.00$ vs. $\text{Rs } 543.90$ ) under standard domestic grid charging 2 more_horiz .
